Alhaji Abuu the Municipal Chief Executive of Jaman South is part of the Problem and not the Solution.

It is high time the people of Jaman South critically examine the importance and significance of the position of the Municipal Chief Executive.
This is one of the most important roles in our municipality, it is therefore imperative that we ensure the number one public official in our Municipality is drawn from the great pool of qualified and talented individuals in Jaman South.

Currently Metropolitan, Municipal and District Chief Executives (MMDCEs) are appointed by the president upon the recommendation of the Municipal Party Chairman of the governing party.Most people are of the view that the whole process is undemocratic and subject to all forms of corrupt practices, abuse and misuse.

In an attempt to address some of the apparent flaws in the selection process, President Akufo-Addo is seeking an amendment to the Constitution to pave the way for MMDCEs to be elected. It is believed that this would bring more transparency and fairness in the selection process.

In the case of Jaman South, it is widely believed that Alhaji Abuu’s appointment was not based on merit, because several contestants with better credentials where rejected for no apparent reason.
The Drobo Traditional Council (DTC) is known to have been very instrumental in his appointment. The DTC wanted to plant someone they could manipulate in order to advance their nefarious cause, and Abuu fitted the bill perfectly.

It is therefore not a matter of coincidence that Abuu has been propagating the Drobo agenda ever since he took office in 2017. His shady appointment ushered in a dangerous era in Jaman South; his toxic mixture of incompetence, politics and chieftaincy affairs has already led to the death of 3 innocent citizens of Japekrom, including a one year old baby boy.

His bias against the people of Japekrom is a matter of fact and public record. He once vowed never to set foot in Japekrom. That is why it did not surprise many when he declined an invitation to attend the 2016 Mpuasu-Japekrom Munufie Festival in Japekrom – when the current Majority Leader in parliament, Honourable Osei Kyei Mensah Bonsu and other NPP officials attended the event Abuu was no where to be found.

In October 2018 when Abuu was quizzed on Accra FM about efforts he was making to ensure that Supreme Court Judgement was fully implemented his response was that he was not a lawyer to interpret the judgement. Please listen to the audio below for more

In the same media engagement Abuu also admitted he declined the District Police Chief Inspector’s request for reinforcement during a procession by the people of the Mpuasu-Japekrom Traditional area on the streets of ‘New Drobo’ (now Japekrom) as part of activities marking the 2018 Mpuasu-Japekrom Munufie festival. It is worth noting that few hours after Abuu declined the Chief Inspector’s request 3 people from Japekrom were shot dead at ’New Drobo’, with several dozens sustaining various degrees of gunshot injuries.

As the head of the Municipal Security Council (MUSEC), it was Abuu’s responsibility to assess the situation and take appropriate action to mitigate the problem. Abuu was warned of an impending threat and yet he refused to act – even if the issue was above him as he claimed in the interview on Accra FM, he could have referred the matter to the Regional Security Council (REGSEC).

There are only two logical explanations here, it is either Abuu is incompetent or complicit – perhaps both. This is a very dangerous precedence and Abuu’s stay at helm poses a constant threat to our collective security.

Abuu’s actions or inactions on the fateful day had directly led to the death of 3 people, it is not beyond the realm of possibility for Abuu to do everything to avoid scrutiny and accountability.
It was owing to Abuu’s level of involvement in this criminal matter that Nananom and the youth of Mpuasu-Japekrom called on President Akufo-Addo to relieve Abuu of his duties as the MCE and the head of the MUSEC in order to avoid any undue influence on the murder investigations by Abuu. President Addo’s decision not to honour that request made light of a very serious incident and was very unfortunate.

Just recently when the Bono Regional Minister Mrs. Ama Kumi Richardson visited the Municipal offices Abuu complained to the minister about the fact that the GhanaPostGPS App had correctly identified the area covering ‘New Drobo’ as part of Japekrom. He raised a complaint with the regional minister and tasked her to get it changed from Japekrom to ‘Drobo’ despite the fact that the geographical area he was referring belongs to the Japekrom stool and part of Japekrom.

Abuu is very much aware that the Omanhene of Japekrom Nana Amoa Aturu Nkonkonkyia II in his capacity as the overlord of the Mpuasu-Japekrom Stool lands has since 13 October 2017 gazetted that ‘all settlement built at Japekrom and referred to as ’New Drobo or Drobo’ on Mpuasu-Japekrom stool land be referred to as ‘Japekrom’. Abuu has been served a copy of the gazette and yet he’s going about instructing and inciting people to disregard the law.

Abuu’s unquestioned loyalty to the Drobo stool is his personal business and no one is seeking to fault him for that but what would not be tolerated is for him to use his capacity as the MCE to break the law and prop up a defunct traditional entity in Jaman South as far as Japekrom stool land is concerned. His blatant disregard for the law is a direct threat to the peace and stability of Jaman South. His dereliction of duty has already led to the death of 3 innocent people, he must not be allowed to plunge the Jaman South into further chaos.

Abuu’s appointment as an MCE was a wrong choice, the events that has followed his 2 year reign so far has been nothing but disastrous. He is not his own man – he was strategically placed there to pursue a narrow, selfish, divisive agenda. He must understand that as the MCE he is there to serve the entire Jaman South and not only a section of the people. The case between the Japekrom and Drobo stools has already been settled, the implementation of the decisions of the courts may be slow but it shall come to pass. It is time all the peace-loving and decent people in the Jaman South reject the narrow, divisive, and selfish agenda being pursued by the Drobo Stool and its agents before it leads to dire consequences.

The people of Jaman South have the right to live and go about their business in peace, the Akufo-Addo government must sit up and take a serious look into the issues in Jaman South and take steps to address them with a sense of urgency.
